LCR Capital Partners Announces USCIS Approval of I-956F Amendment for The Tower at Convergence

LCR Capital Partners is pleased to announce that USCIS has approved the I-956F amendment for The Tower at Convergence, LCR’s EB-5 project located in Oklahoma.

WESTPORT, CT, UNITED STATES, August 27, 2026 /EINPresswire.com/ — LCR Capital Partners, a leading EB-5 regional center and fund manager, is pleased to announce that United States Citizenship and Immigration Services (USCIS) has approved the I-956F amendment for The Tower at Convergence, LCR’s EB-5 project located in Oklahoma City, Oklahoma. With the amendment approved, the current structure and terms of the offering are now fully approved by USCIS.

The Tower at Convergence had previously received I-956F approval. An amended filing was subsequently submitted to USCIS following LCR Capital Partners joining as a co-manager of the EB-5 fund and substantial revisions to the offering designed to strengthen investor protections and provide more favorable terms for participating families.

“Receiving approval of the amended I-956F is an important milestone for The Tower at Convergence and for the families investing in the project,” said Sherman Baldwin, CEO of LCR Capital Partners. “When LCR joined the fund as co-manager, we saw opportunities to strengthen the offering and improve protections for EB-5 investors. Making those changes while ensuring that the amended structure was properly reviewed by USCIS reflects how we approach every project: with a strong focus on compliance and delivering the best possible offering for our clients.”

Located in Oklahoma City’s Innovation District, The Tower at Convergence is an eight-story, 235,479-square-foot office development with a two-level underground parking garage and public space improvements. The project has a total EB-5 project cost of $151.6 million and a maximum EB-5 capitalization of $55.2 million, with more than 28 jobs expected to be created per investor.

The project’s High Unemployment Area qualification grants investors access to the 10% of EB-5 visas reserved for this category. The broader mixed-use development is projected to generate $1.2 billion in annual economic impact and is designed to strengthen connectivity within Oklahoma City’s Innovation District, including between two of the state’s largest universities.

Suresh Rajan, founder and executive chairman of LCR Capital Partners, added: “Our role as a fund manager goes well beyond introducing projects to investors. We remain actively involved in making sure the structure, terms, and management of our offerings continue to serve our clients’ interests. The approval of this amendment is an important validation of the work that went into strengthening the Convergence offering, and we are excited about the opportunity it presents for global families.”

LCR is already well advanced in the capital raise for The Tower at Convergence. The amended I-956F approval represents another important milestone as the firm continues working with investors interested in participating in the project.

With this latest USCIS approval, LCR Capital Partners continues to solidify its leadership position as an EB-5 regional center and fund manager by maintaining a rigorous approach to compliance, fund management, and investor protection. The firm has worked with over 1,200 clients from more than 50 countries and has a successful track record of clients who have already received their permanent green cards and the return of their invested capital.
